Largest ISPs in the US are keen to become copyright cops with the intention to stop online piracy
July3, 2012: In a panel discussion comprising of CEO of Recording Industry Association of America (RIAA) along with topmost American publishers, the CEO informed that most of the ISPs based in the US are willing to adopt the anti piracy measures in the country.
The participating internet service providers thus include big names such as Cablevision, Verizon, Time Warner Cable, Comcast, AT&T and more.
US ISP New Copyright Policy
It is worthwhile mentioning that the bandwidth providers agreed to implement the new copyright policies way back in July, last year. However the ISPS kept quiet since then about their future stands on copyright policies.
It was only via this recently held meeting that Mr. Cary Sherman of RIAA spoke about the consent of topmost ISPs to implement the policies by July 12, 2012. the policies if executed as per schedule, would further curtain down the illegal practices of downloading copyright content such as movies, music albums, software and more.
As per the report published in CNET on May14, 2012, the move to implement copyright policies has received accomplished backing from its ardent supporters. As per their views, “network providers are in the best position to fight illegal file sharing” since they are the gatekeepers of internet.
In the annual meeting of Association of American Publishers, Sherman told fellow participants, “ planners had always said that setting up an anti-piracy program like this could take a year”. “The process isn’t as easy as turning on a switch”, he added.
On behalf of ISPs, Sherman expressed the need for creating the database in order to keep an eye on the regular infringers so that the track of number of warning notices sent to them could be kept accordingly.
Alongside he also maintained, “Each ISP has to develop their infrastructure for automating the system,”. “Every ISP has to do it differently depending on the architecture of its particular network. Some are nearing completion and others are a little further from completion.”, he said further.
The program, which is thus expected to find its realms is termed as “graduate response” and will require the concerned ISPs to send educational notices to the users accused of violating copyright laws.
Despite sending repeated warnings in the form of notices (one or two), if the person ceases to stop the infringement activities, the ISP is then authorized to send “confirmation notices” to the accused demanding a return confirmation for the receipt of notice.
He or she would also be informed of the risk factors involved with online piracy and despite these attempts, if the customer is yet again flagged for pirating, it would then depend on the US ISP what action it takes against the infringer.
The RIAA has defined a list of penalties with the name of “mitigation measures”, to be imposed by the participating ISP that includes slowing down the customer’s internet speed and disallowing the web access till the time the subscriber is willing to abide by anti-piracy policies.
The policies are expected to act as a stepping stone in combating the incidents of online piracy on a massive scale. Additionally, with the support pouring down from White House, along with state and federal lawmakers, RIAA and Motion Picture Association of America (MPAA) members hold firm for the successful approval of antipiracy legislation.
However, sensing the fate met to SOPA and PIPA earlier this year, the result could well go against them. Here it would also be interesting to observe the reactions of users from the technology sector once their web access starts getting suspended due to copyright infringement.
